Minnesota Comparable Worth <br />Legislation requires all governmental jobs be evaluated on a point system. A statistical <br />analysis must be done on the position points and pay to determine if we are in <br />compliance. The statistical analysis is looking at male and female disparity in regard to <br />position points and pay. <br />I have since gone through all of the utility positions and verified the points assigned to <br />these positions in 1997 by Hay Group. As positions change in the future, we now have a <br />base line as to how the points were initially calculated. <br />A particular position stands out that needs further consideration. We have one individual <br />who is classified as a utility worker. His position entails being a half time water operator <br />and half time power plant operator and plant mechanic. He is also a very talented welder <br />and can make any special tool or equipment we may need. The reason the results of the <br />URGE tests on our generation equipment continue to increase is the increased <br />knowledgeable maintenance by this individual on this equipment. <br />I am proposing to create a new position of mechanic/water operation with a point level of <br />203 points. His existing job of utility worker has a point value of 156. The salary <br />adjustment for this position would go from $24.74/hr. to $26.00/hr, or $1.26 increase. <br />From a comparable worth statistical analysis perspective, this change actually improves <br />our position. The increased payment from GRE as a result of the increased URGE test <br />results, more than pays for the cost of this position change. <br />
