• WORKSESSION MEETING OF THE ELK RIVER <br />PARKS AND RECREATION COMMISSION <br />HELD AT CITY HALL <br />WEDNESDAY, SEPTEMBER 10, 2008 <br />Members Present: Chair Nystrom, Commissioners Anderson, Niziolek, and Schuldt <br />Council Liaison: Councilrnember Zerwas <br />Members Absent: Commissioners Boese and Larson <br />Staff Present: Bill Maertz, Parks and Recreation Director; Chris Leeseberg, <br />Planner/Park Planner; Steve Benoit, Recreation Manager; Rebecca <br />Haug, Environmental Administrator; Tonya Love, Recording <br />Secretary <br />Call Meeting To Order <br />Pursuant to due call and notice thereof, the meeting of the Elk River Parks and <br />Recreation Commission was called to order at 6:36 p.m. by Chair Nystrom. <br />2. Elk River Land Fill Use. Plan <br />• 'The Waste Mana ement staff shared the three o bons in detail that were submitted <br />g P <br />in August. <br />3. Special Park Use Reduest -Elk River Arts Alliance <br />Recreation Manager, Steve Benoit shared that the Elk River Arts Alliance requested <br />the use of River's Edge Commons Park to host part of their Art Soup Arts Festival <br />in June of 2009. The park would be used to stage entertainment events and vendors <br />during the Art Soup Arts Festival. <br />Staff recommends no fees or deposits be charged for the use of the park however <br />the group would be responsible for any extra expenses incurred. <br />Commissioner Anderson asked if there should be concern for the landscaping in the <br />park. <br />Director of Parks and Recreation, Bill Maertz stated staff feels it will be a quality <br />program and that some of the concerts during the Riverfront Concerts Series <br />brought crowds as large as 1500 people. <br />MOVED BY COMMISSIONER SCHULDT AND SECONDED BY <br />• COMMISSIONER ANDERSON TO RECOMMEND TO COUNCIL TO <br />ACCEPT STAFF RECOMMENDATIONS TO ALLOW THE USE OF <br />
