MEETING OF THE ELK RIVER <br />ECONOMIC DEVELOPMENT AUTHORITY <br />HELD AT THE ELK RIVER CITY HALL <br />MONDAY, SEPTEMBER 8, 2008 <br />Members Present: President Dwyer, Corrunissioners Farber, Klinzing, Motin, Touchette, <br />Tveite and Zerwas <br />Members Absent: None <br />Staff Present: Community Development Director Jeff Gongoll, Director of Economic <br />Development Catherine Mehelich, Economic Development Assistant <br />Annie Deckert, and Recording Secretary Debbie Huebner <br />1. Call Meeting To Order <br />Pursuant to due call and notice thereof, the meeting of the Economic Development <br />Authority was called to order at 5:30 p.m. by President Dwyer. <br />2. Consider A eg nda <br />MOVED BY COMMISSIONER TVEITE AND SECONDED BY <br />COMMISSIONER MOTIN TO APPROVE THE SEPTEMBER 8, 2008 EDA <br />AGENDA. MOTION CARRIED 7-0. <br />3. Consider Consent Agenda <br />MOVED BY COMMISSIONER KLINZING AND SECONDED BY <br />COMMISSIONER TOUCHETTE TO APPROVE THE CONSENT AGENDA AS <br />FOLLOWS: <br />3.1. AUGUST 11, 2008 REGULAR MEETING MINUTES <br />3.2. CHECK REGISTERS <br />3.3. BALANCE SHEET <br />3.4. REVENUE/EXPENDITURE REPORT <br />MOTION CARRIED 7-0. <br />4. Open Mike - No one was present for Open Mike. <br />5. Discuss 1715 Avenue Focused Areas Study~FAST), <br />Mr. Gongoll stated that the FAST strategy is proposed to complement and maximize the <br />benefits of the Northstar Commuter Rail operation, providing short and long range <br />guidelines for new development. He reviewed the next steps for the project including 1) <br />establishing the project boundaries/information assembly; 2) scope of work; 3) determine <br />infrastructure needs; and 4) implementation, as outlined in his report to the EDA dated <br />September 8, 2008. <br />Commissioner Farber asked how long the study would take. He stated that Mr. Powel was <br />eager to move ahead with the Gateway property. Mr. Gongoll stated that he did not have a <br />
