No electrical services shall be across any drive or walking surface. <br />2. If traffic becomes a problem around the temporary site, the sales area shall be <br />delineated with a barrier to restrict traffic. <br />3. The greenhouse/garden center be maintained free of debris and kept in an orderly <br />condition. <br />4. The location of the greenhouse is consistent with the submitted site plan. <br />5. The greenhouse and display area be removed within one week of the end of the sales <br />period and the site be returned to its previous condition. <br />6. Any signage shall require a temporary sign permit which will count towards the <br />property's total allowed days of 90. <br />7. One 24 square foot sign or banner, advertising the greenhouse, shall be allowed <br />directly behind and parallel to the curb on the west side of the parking lot. <br />Background/Discussion <br />Section 30-793(h) requires a General Planning Permit for an event longer than four days and which <br />requires a tent structure. Plant Place is requesting a general planning permit to locate a temporary <br />greenhouse in the Coborn's parking lot. They will be selling bedding plants, nursery stock and other <br />gardening supplies from mid April through the first week of July. The proposed hours of operation are <br />Monday through Saturday 9 a.m. to 8 p.m. and Sundays 10 a.m. to 6 a.m. They will be using a 20' X 120' <br />temporary greenhouse/display area. The total area for the garden center operation is 2,400 square feet. <br />The proposed location is in the parking lot along Evans Street and will displace about 25 parking spaces. <br />The location will not disrupt traffic flow nor does it create any parking problems. The garden center has <br />been in the same location for the past 10 years without any known issues. <br />The only issue staff noticed last year was signage. There were often banners hanging on the greenhouse <br />and signage staked in the landscaped areas. Staff would recommend that one 24 square foot sign or <br />banner, advertising the greenhouse, be allowed directly behind and parallel to the curb on the west side of <br />the parking lot. <br />
