City of <br />Elk. <br />River <br />REQUEST FOR ACTION <br />To Item Number <br />Ci Council 5.1. <br />Agenda Section Meeting Date Prepared by <br />Parks and Recreation February 17, 2009 Bill Maertz, Parks and Recreation <br /> Director <br />Item Description Reviewed by <br />Resolution Supporting Grant Application for Department of Lori ohnson, Ci Administrator <br />Natural Resources Local Trail Connection Grant to Fund Reviewed by <br />River's Edge Walking Trail <br />Action Requested <br />Resolution supporting grant application fox Department of Natural Resources Local Trail Connection <br />Grant to fund River's Edge walking trail. <br />Background Discussion <br />One part of the upcoming economic stimulus package that appears to be certain is that there will be <br />approximately $20 million for transportation enhancements, such as trails, allocated for Minnesota. Staff <br />submitted a request for $1.2 million for the construction of the downtown to Babcock Park trail. Design <br />and engineering fees would be approximately $167,000 and it is not clear at this time whether these costs <br />would be eligible for funding through the stimulus bill. <br />Staff has identified the DNR Local Trails Connection Grant as a potential funding source for these <br />design fees. This grant program is designed `~'o promote relatively short trail connections between avhere people live <br />and desirable locations': The maximum grant is $100,000. As part of this grant application a City Council <br />resolution is required. <br />Financial Impact <br />The preliminary estimate for this project is $1.362,946. The stimulus funding and the Local Trail <br />Connection Grant would cover $1.3 million of this cost.
