These items are building roof inspections, substation <br />maintenance and water treatment plant electrical inspections. <br />The roofs of our operations area and six water treatment plants have not been recently inspected <br />and we know we have leak issues at two of our treatment buildings. McDowell Company will <br />inspect and provide a report and necessary cost estimates for $979.00. This is part of a roof <br />management program they offer. Staff recommends we do this inspection on an annual basis. <br />We have been building substations on a regular basis but have been poor at doing annual <br />maintenance. We are proposing to use Utility Plus in Elk River to do a complete substation <br />maintenance program at a cost of approximately $15,000 per substation. With seven substations, <br />we are proposing to do one substation per year. This will include 69KV circuit breaker, <br />inspection and testing, transformer and LTC testing, inspection and filtering oil, re-closure <br />inspection testing and lubricating. We are proposing to start this program late this fall. <br />In the water department, we perform maintenance on one well per year resulting in a seven year <br />cycle at an approximate cost of $25,000/year. Unfortunately we have never looked at the <br />electrical panels in the filter plants. Due to the wet conditions and presence of chlorine and <br />fluoride, both very corrosive, the condition of the electrical gear and protective system is in <br />question. Dymax, a St. Paul company is proposing to do a complete inspection, lubrication, <br />verify connection, check trip devices and clean electric gear in all seven facilities at a cost of <br />approximately $12,500. Staff recommends this work be initiated late this fall. <br />
