ITEM # 3. <br />ver <br />MEMORANDUM <br />TO: Planning Commissioners <br />FROM: Jeremy Barnhart, Planning Manager <br />DATE: January 22, 2009 <br />SUBJECT: City of Ramsey Comprehensive Plan <br />Attached, please find a copy of a CD that holds the draft of the City of Ramsey <br />Comprehensive Plan. They have distributed it to adjacent governments, requesting <br />comment. <br />The workshop agenda includes an opportunity to review and prepare comments related to <br />this document. I anticipate the Planning Commission developing comments at the <br />workshop, formally assembling them at an upcoming Planning Commission meeting, to be <br />received by the City Council for authorization to forward to the City of Ramsey. <br />While the Planning Commission may wish to review the whole document, it is suggested <br />that the Commission focus its attention on the areas most likely to directly impact the City <br />of Elk River, including transportation and land use. <br />Based on my review of these areas, I add the following comments. <br />In a review of the land use plans, there is little change in the 2030 plan (Figure 5-2} from the <br />2020 plan (Figure 5-1). The 20301and use plan adds mixed use to the extreme SW corner of <br />the city, south of Hwy 10, and Industrial north of Hwy 10. Both of these land uses are <br />generally consistent with Elk River's proposed land use of Highway Business and Industrial. <br />Regarding transportation, Ramsey's northern most east-west connector, 1815[ Ave NW, lines <br />up with Sherburne Co. 12. Future plans show the connection of this road to Trunk <br />Highway 47. No other road connections are proposed toward Elk River, although <br />Ramsey's transportation policy does include support of increased capacity for Highway 10. <br />Further comments will be provided at the meeting. <br />
