fiver <br />MEMORANDUM <br />TO: Energy City Commission <br />FROM: Nicki Blake-Bradley, Environmental Technician <br />DATE: March 12, 2008 <br />SUBJECT: Focus Group Subcommittee Update <br />The subcommittee has met twice to discuss the ECC pilot project and to prepare items <br />to discuss with the focus group. Each of the utilities has submitted their methodology <br />for measuring the reduction residents will achieve, as well as tips and resources for <br />energy use reduction. Each residence involved will be required to fill out an audit for <br />energy use and solid waste generation information. Staff will work with Commissioner <br />Stoutenburg and the focus group to determine the most efficient manner of measuring <br />solid waste production and reduction. Solid waste may be the most difficult parameter <br />to measure due to a lack of "history" on each residence. Establishing a baseline for solid <br />waste amounts will be necessary. <br />The pilot project will be discussed with the focus group at a meeting on March 27 at <br />City Hall. The focus group will be made up of three students from Spectrum High <br />School as well as at least four other residents invited by subcommittee members. <br />Commissioner Zehringer will invite a member of the press to attend the focus group <br />meeting. <br />The pilot project will be presented to the public at the Energy Expo during the Utilities <br />presentations in the afternoon. The public will be asked to fill out a form if they are <br />interested in participating in the pilot project which will last approximately one year. <br />Other solicitation may be necessary, but the pilot project participants must live in the <br />City of Elk River (for comparison purposes). The hope is to have a total of 30 <br />residences from various demographics participate throughout the project. The results <br />will be able to be presented at the next Energy Expo with the potential of having an <br />extraordinary case "spotlighted". Once the energy and resource savings are known, the <br />information will be able to be distributed to everyone (locally and regionally). <br />
