<br /> <br />Item 5.6. <br /> <br />MEMORANDUM <br /> <br />DATE: <br /> <br />Mayor and City Council <br />Pat Klaers, City Ad~ator <br />March 24, 2003 <br /> <br />TO: <br /> <br />FROM: <br /> <br />SUBJECT: <br /> <br />Public Safety/City Hall Project Update <br /> <br />At a number of City Council meetings in early to mid-2002, the funding for the City Hall <br />remodeling project was reviewed and discussed. The City Hall project is to be funded from <br />the government buildings reserve fund. These reserves are generated by way of a transfer of <br />the landfill monies that are available for use at the discretion of the City Council. <br /> <br />Early in the project development, the City Hall remodeling was generally based on the <br />monies that were projected to be available at the end of 2003. As the plans took shape for <br />the project, the remodeling program began to revolve more around to what was truly needed <br />and best in the long term than it was limited to the funds that were projected to be available <br />by the end of 2003. It was discussed that, if the project expanded and the budget got high, <br />then 2004 funds would be used. Accordingly, through the development of the project the <br />basement space, digital controls, a complete re-roofing, and the remodeling of the Council <br />Chambers were added to the project. The total City Hall renovation project at this time is <br />approaching $3.5 million. <br /> <br />At the end of 2002, if no City Hall remodeling expenditures had taken place, then the <br />government building reserve would have had a balance in excess of $2.5 million. Monies <br />from the landfill transfer and interest added over $700,000 to this reserve fund in 2002. <br />(Approximately $800,000 was added to the fund in 2001 and $650,000 was added to the fund <br />in 2000.) If nothing unusual happens with the volumes at the landfill, the city should have <br />sufficient funds in this reserve to finance the City Hall project before the end of 2004. If <br />something unusual does happen with the landfill monies that are transferred into this <br />reserve, then there are a few other options that the City Council can explore but the need to <br />access other funds is not anticipated at this time. <br />
