City <br />E <br />fiver <br />MEMORANDUM <br />TO: Heritage Preservation Commission <br />FROM: Heidi Steinmetz, Assistant Director of Economic Development <br />DATE: September 9, 2004 <br />SUBJECT: Discuss Historical Significance of Properties Included in HRA <br />Study Area for Downtown North of Hwy I 0 Redevelopment <br />Plan <br />Attachments <br />• Memo to HRA from Heidi Steinmetz dated August 2, 2004 <br />• Historic Significance Worksheet <br />• Map: Historical Significance Analysis Study Areas <br />Background <br />In March 2004, Arrow Building Center submitted a partial Tax Abatement application to <br />assist in the redevelopment of their current Elk River site but withdrew their request in May <br />due to site size constraints. The request prompted the HRA to hold a visioning work <br />session on June 30, 2004, to begin developing a plan for downtown north of Hwy 10. The <br />attached memo summarizes the HRA's work session. <br />The HRA's next steps include updating past research of the area. Past research includes the <br />Historical Significance Analysis, completed in Summer 2001. The HPC conducted the <br />Analysis by completing the attached Historical Significance Worksheet for each downtown <br />property. The Historical Significance Analysis should not be confused with the Historic <br />Context Study, which was completed in November 2001. <br />Issue <br />The Historical Significance Analysis must be updated to include all properties located in the <br />HRA's Study Area Boundary, which was defined at the June 30`'' HRA work session. Staff <br />requests the HPC use the Historical Significance Worksheet as its criteria to provide input at <br />the September 9`h HPC meeting regarding the historical significance of the properties located <br />in the solid yellow portion of the attached map. <br />It is anticipated that the HPC's input will be provided to the HRA at its October 4``' meeting. <br />
