ITEM # 7. <br />~~~ <br />~- <br />ver <br />MEMORANDUM <br />TO: Housing & Redevelopment Authority <br />FROM: Catherine Mehelich, Director of Economic Development <br />DATE: January 5, 2009 <br />SUBJECT: Discuss HRA Goals and Projects for 2009 <br />Attachments <br />• 2004-2007 Economic Development Strategic Plan <br />Background <br />Overview of 2008 HRA Goals and Projects <br />• Coordinate completion of an Elk River Housing Market Study to be used to identify <br />issues and gaps in current and future housing inventory (Status: delayed upon <br />completion of 2010 census data). <br />• Explore need and partnership opportunities for housing rehabilitation programs. <br />• Explore need and partnership opportunities for a selective housing redevelopment <br />program (voluntary acquisition/removal and replacement of blighted homes). <br />• Resume planning process for the comprehensive Downtown Redevelopment Plan <br />(following completion of Highway 10 Geometrics Study) <br />2008 HRA Projects <br />• Assembled research and marketing of housing rehabilitation and energy efficiency <br />financing programs offered by regional agencies for the benefit of Elk River <br />residents. <br />Participated in City Council's review of the Highway 10 Geometrics Study designs as <br />it impacts the draft comprehensive Downtown Redevelopment Plan. <br />Assembled research on Elk River's foreclosure situation, foreclosure prevention <br />services, and initiated grant application for federal Neighborhood Stabilization <br />Program (Foreclosure Recovery) grant funds. <br />
