MEMORANDUM TO: Economic Development Authority FROM: Jeff Gongoll, Community Development Director DATE: November 10, 2008 SUBJECT: Review 8~ Discuss 171 s+ Focused Area Study Proposals Background The EDA and City Council has indicated its desire to conduct a study that establishes a strategy to complement and maximize the benefits of the Northstar Commuter Rail operation on 1715L Avenue and Twin Lakes Road. The FAST is intended to provide short and long range guidelines for new development, including retail, professional and light industrial, and possible redevelopment opportunities within the boundaries of the study. The FAST will also help establish expectations for land uses and design guidelines in and around the Northstar Rail station. At the October 13, 2008, meeting the EDA reviewed preliminary proposals that were focused on the Gateway Business Park area. The EDA expressed their desire to expand the study and to ask for proposals to be submitted to cover the entire study area. Additionally, the EDA requested that interviews be held with the proponents to further discuss their proposed Scope of Work to perform the FAST. Interviews Twenty minutes have been allotted for the interviews; 8 - 10 minutes for presentations, followed by 10 minutes of questions from the EDA. The following interview schedule has been established: 5:00 p.m. Begin workshop meeting 5:10 p.m. LHB Corp. 5:30 p.m. Landform 5:50 p.m. Cuningham Group 6:10 p.m. Hoisington Koegler Group Proponents will be offered the use of the computer/projector if needed for their presentation.
