PAUL <br /> <br />WASECA <br /> <br />As you are aware, Pat Klaers and I held an informational meeting with the property <br />owners in the Naples Street/186th Avenue area on Thursday, April 18, 1996, regarding <br />the possible extension of City utilities and permanent streets to that area. There were 14 <br />properties that were sent notice of the hearing. Nine property owners were in attendance. <br />Attached is the sign-up sheet from the meeting. You will note eight names on the list, but <br />the Bickmans have two parcels. Mr. Hartman, who owns the parcel at the corner of <br />Naples and the frontage road called prior to the meeting and indicated he had a conflict but <br />was in favor of getting more information. That leaves four property owners (Sally John, <br />James Waite, Gerald Waite, and Vernon and Victoria Lofgren) who were not in attendance <br />and did not call previous to the meeting. <br /> <br />Attached is the hand-out that was distributed at the meeting. We went through and <br />explained the various costs associated with the extension of sewer, water, and permanent <br />streets. We discussed one method of assessments that is outlined in the hand-out. After <br />the presentation, the meeting was opened to questions. A summary of the questions that <br />were asked is as follows: <br /> <br />There is an existing 24-foot wide easement for roadway purposes through this area. <br />We are not sure if the road is centered in the easement or not. A question was <br />asked as to how the additional right-of-way would be acquired. The answer was <br />that the 60-foot right-of-way in total would be centered on a line that would <br />represent the centerline of the existing 24-foot wide easement. <br /> <br />The question was asked what would happen if the majority were in favor and were <br />willing to give right-of-way for the project to proceed but there were a few minor <br />holdouts--would the City Council consider condenmation and proceed with the <br />project? The answer was that we were not sure.
