Frequently, the issue focuses on residents placing vehicles for sale in <br />their front yard or on the public right-of-way where they will get a lot of <br />exposure. This raises safety concerns when vehicles are parked in the ROW <br />and it frequently involves trespassing and unauthorized use of vacant <br />property in the city. <br /> <br />In January of this year, two council members lodged a complaint about a <br />truck for sale on the Hwy. 169 and 197th Avenue right-of-way. The Elk River <br />Police Department spoke to the resident and had the vehicle removed within <br />a week. Unfortunately, the problem continues. On Monday, April 8, 1996, <br />there were three different vehicles for sale at that location. With the new <br />Menards at that location, it is doubtful that vehicles will continue to be <br />displayed in that area, however, it is staffs opinion that the residents will <br />find another high traffic area to display their vehicles. <br /> <br />Staff believes it is important to address the sale of vehicles separately from <br />vehicle storage and parking issues, because the problems associated with <br />vehicle sales are distinctly different.
