The City of Elk River has had a number of complaints related to parking issues. Frequently, the issue focuses on residents placing vehicles for sale in their front yard or on the public right-of-way where they will get a lot of exposure. This raises safety concerns when vehicles are parked in the ROW and it frequently involves trespassing and unauthorized use of vacant property in the city. In January of this year, two council members lodged a complaint about a truck for sale on the Hwy. 169 and 197th Avenue right-of-way. The Elk River Police Department spoke to the resident and had the vehicle removed within a week. Unfortunately, the problem continues. On Monday, April 8, 1996, there were three different vehicles for sale at that location. With the new Menards at that location, it is doubtful that vehicles will continue to be displayed in that area, however, it is staffs opinion that the residents will find another high traffic area to display their vehicles. Staff believes it is important to address the sale of vehicles separately from vehicle storage and parking issues, because the problems associated with vehicle sales are distinctly different. If the Council would like to address this issue before summer, staff can work on an ordinance amendment to address sale of vehicles on public and/or private land.
