City <br /> <br />TO: <br /> <br />FROM: <br /> <br />DATE: <br /> <br />SUBJECT: <br /> <br /> MEMORANDUM <br /> <br />Pat Klaers <br /> <br />Phil Hals, Street/Park Superintendent <br /> <br />January 30, 2003 <br /> <br />Temporary Building Maintenance <br /> <br />I believe that it is very important to have at least one person on staff to be <br />on hand when the geo-thermal heating system is installed in the public <br />safety building and while the HVAC system in city hall is remodeled. The <br />information and experience that a person or people will gain from the <br />installation exposure will be valuable for future system maintenance and <br />repair. <br /> <br />My recommendation is to give Gary Lore, Street Depadment, <br />Maintenance I, the temporary work assignment of city building <br />maintenance. Gary has the aptitude, an excellent work ethic and a <br />strong personal interest for this reassignment. I would prefer to invest in <br />some training classes for a quality worker, rather than run the risk of finding <br />a person with experience with an HVAC system that is exactly the same as <br />ours. <br /> <br />The first advantage this proposal offers is that we can use Gary as a part <br />time building maintenance person and part time Maintenance I worker, <br />delaying the need to hire another person for 7 months or more. Second, if <br />we feel that Gary is not a good fit for this job or Gary decides that it is not <br />for him, he can readily be relocated back into the Street/Park <br />Department. Third, we may be able to use Gary as an emergency <br />snowplow driver even if he is full time building maintenance. Fourth, cross- <br />training a backup person from the Street/Park Department would be <br />easier from within. Finally, if this temporary assignment works out to <br />everyone's satisfaction, it will be a smooth transition for Gary to become a <br />full time building maintenance technician under the supervision of the <br />Street/Park Department. <br /> <br /> <br />
