PAver

13065 Orono Parkway
Elk River, MN 55330

TO:

FROM:

DATE:

Item I 5.8

MEMORANDUM

MAYOR AND CITY COUNCIL

STEPHEN ROHLF, BUILDING AND
ZONING ADMINISTRATOR

APRIL 9, 2001

SUBJECT:

CONSIDER USE OF LANDFILL
ABATEMENT FUNDS FOR BOYS &
GIRLS CLUB ENVIRONMENTAL
COORDINATOR

The City of Elk River approved the expenditure of landfill abatement fund at the Boys
and Girls Club under the condition that these funds were not just to buy recycled
products, but that the Club would be used as a recycling educational tool. To follow
through on this condition, the Boys and Girls Club hired Jaydee Jones as an
environmental staff person last year.

Sherbume County considered this position as an appropriate use of landfill abatement
monies and gave the Boys and Girls Club SCORE funds to cover Jaydee's salary. With
limited SCORE funds available and numerous projects, the County is not able to continue
to help with Ms. Jones salary.

Attached to this memo is a letter, dated April 4, 2001, from John Fitzgerald of the Boys
and Girls Club requesting landfill abatement funds from the city to aid with their
environmental staff position. This position is currently 3/4 time. John is requesting
$15,000 from the city or approximately '/2 of the cost of the position (see attached 2001
Environmental Budget Three-Quarter-Time).

Staff asked Mr. Fitzgerald to also include a budget for this position as a full time
employee (see attached). There are a number of recycling education efforts that the city
could be doing that are missed due to a lack of staff time such as: newsletter articles,
business recycling and recycling education in schools.

Staff is proposing that the city fund (using landfill abatement monies) the Boys and
Girls Club originally request of $15,000 and also the projected $13,500 increase to
their budget to have the environmental staff person position become full time, which
comes to a total of $28,500. Staff recommends this expenditure be conditioned on
the position averaging 10 hours a week on city requested projects and reporting its
activities to the city to make sure it complies with State Statute regarding the use of
landfill abatement funds.
