Item # 5.2. <br />c <br />ver <br />MEMORANDUM <br />TO: Housing and Redevelopment Authority <br />M: Heidi Steinmetz Assistant Director of Economic Development ~~ <br />FRO <br />DATE: July 5, 2005 <br />SUBJECT: Update on Implementation of the King Avenue Parking Lot <br />Task Force Recommendations <br />Attachment <br />• Proposed Language Changes to Chapter 74, Sections 97 and 99 of the City <br />Ordinance <br />Background <br />From January to May of 2005, the King Avenue Parking Lot Task Force (downtown <br />business and property owners and one downtown resident) met monthly to provide input on <br />design and parking enforcement issues for the King Avenue parking lot. Last month, the <br />HRA reviewed the final report of the Task Force and accepted their recommendations, <br />which included designating employee parking in the northwest corner of the lot and <br />enforcing parking time limit zones in the downtown. <br />Issue <br />To implement the Task Force's employee designated parking recommendation, on July 18, <br />the City Council will be considering the attached changes to the Traffic and Vehicles chapter <br />of the City Ordinance that specifically relate to the downtown. The proposed changes <br />indicate that the Police Department will be issuing parking permits to all downtown <br />employees and residents for the King Avenue parking lot. Permits will be free of charge. <br />Staff will attend the July 18 City Council meeting to answer questions that relate to the Task <br />Force. <br />To implement the Task Force's recommendation regarding parking time limit zones within <br />downtown, a City Council resolution designating those areas would need to be considered. <br />It is anticipated that this resolution be considered by the Council after the Downtown <br />Revitalization Project is completed. The HRA will have a chance to provide input on the <br />resolution prior to the City Council's consideration. <br />
