Item # 5.2. c ver MEMORANDUM TO: Housing and Redevelopment Authority M: Heidi Steinmetz Assistant Director of Economic Development ~~ FRO DATE: July 5, 2005 SUBJECT: Update on Implementation of the King Avenue Parking Lot Task Force Recommendations Attachment • Proposed Language Changes to Chapter 74, Sections 97 and 99 of the City Ordinance Background From January to May of 2005, the King Avenue Parking Lot Task Force (downtown business and property owners and one downtown resident) met monthly to provide input on design and parking enforcement issues for the King Avenue parking lot. Last month, the HRA reviewed the final report of the Task Force and accepted their recommendations, which included designating employee parking in the northwest corner of the lot and enforcing parking time limit zones in the downtown. Issue To implement the Task Force's employee designated parking recommendation, on July 18, the City Council will be considering the attached changes to the Traffic and Vehicles chapter of the City Ordinance that specifically relate to the downtown. The proposed changes indicate that the Police Department will be issuing parking permits to all downtown employees and residents for the King Avenue parking lot. Permits will be free of charge. Staff will attend the July 18 City Council meeting to answer questions that relate to the Task Force. To implement the Task Force's recommendation regarding parking time limit zones within downtown, a City Council resolution designating those areas would need to be considered. It is anticipated that this resolution be considered by the Council after the Downtown Revitalization Project is completed. The HRA will have a chance to provide input on the resolution prior to the City Council's consideration.
