MEMORANDUM <br /> <br />Item 5.5. <br /> <br />TO: <br /> <br />FROM: <br /> <br />DATE: <br /> <br />Mayor and Council <br />Pat Klaers, City Admin~.trator <br /> <br />January 27, 2003 <br /> <br />SUBJECT: 2003 Budget Update <br /> <br />This budget update subject is likely to be a frequent Council agenda item throughout the <br />year. Since the last update on January 13, 2003, we have seen the Governor's proposal to <br />close the deficit for the state budget that ends June 30, 2003. Funding for the city was not <br />impacted by the Governor's proposal. The larger issue is the over 4 billion dollar deficit in <br />the 2004-05 state budget. In this regard, the city is still anticipating significant reductions in <br />its Local Government Aid. <br /> <br />This January 27, 2003 budget update relates to the cable TV discussion earlier on the agenda <br />and the status of replacing police officers, which is later on the agenda. <br /> <br />Also, I have not authorized any attendance at national conferences or out of state <br />conferences. This could change by the end of the year when we know more about the <br />solution to the state budget problem. However, at this time I am not approving attendance <br />at any out of state conferences until (at least) the legislative session is adjourned. This <br />unfortunately includes the National Planning Conference for the Planning Commissioners, <br />which is held in March. If the City Council has a problem with this decision, please let me <br />know on Monday evening. <br /> <br />Additionally, the Arts Alliance has inquired about the release of its $10,000, which is in the <br />2003 budget. In this regard, I have indicated that this organization needs to come to the City <br />Council for the release of these funds and that any city contribution may not happen until <br />after the legislative session adjourns. On the other hand, as the 2003 Arts Soup event is <br />scheduled for June 21-22, I also indicated that the Council could release all or part of the <br />funds at anytime. <br /> <br />S / Coundl/ Pat/ Updates/ Budget <br /> <br /> <br />
