'ity of

**ITEM 4.2.**

iver

TO:

FROM:

DATE:

Mayor and Council

February 22,1996

SUBJECT:

Midwest Hazardous Materials
Response Conference
April 19, 20, 21, 1996

I am requesting approval to send one Elk River Fire Department Firefighting
Officer/Training Instructor to the Midwest Hazardous Materials Response
Conference. The workshops conducted during the conference are some of the
finest hazardous material workshops in the United States. This training
opportunity will enable one of the Firefighter Officer/Training Instructor the
opportunity to learn special skills that will be brought back to our
department for training purposes. Upon completion of the workshops, this
officer/training instructor will present a training session for our fire
department personnel referencing hazardous material response. The cost of
this three day workshop is a budged 1996 item for fire department training.
The total cost for sending one person to this workshop is approximately
$575.00. The breakdown is as follows:

$ 78.00
165.00
35.00
15.00
120.00
160.00

Round-trip Airfare to Midway Airport, Chicago
Three Nights Hotel
Car Rental
Gas for Car
Meals
Registration

This workshop is an opportunity for our Fire Department to send a officer/
training instructor to a hazardous material conference to learn and
participate in a workshop setting referencing hazardous material response.

Some of the workshops include confined space emergencies, structure fires
and hazmats, tank car damage assessment, railcar anatomy and response,
and other types of workshops relating to hazardous material response.

The officer/training instructor that I will be sending to this conference is
Clifford Anderson. I feel it is very important to also include firefighting
personnel in outside workshops as often as possible. With the experience
gained from the workshop setting, the material and information brought
back to our department for training purposes will become a valuable tool
during our training sessions in hazardous materials response. I will be
present at the Council meeting to answer any other questions you may have
on this issue.
s:\councilXhazmat.doc

13065 Orono Parkway · P.O.
