INFORMATION <br />.ver <br />MEMORANDUM <br />TO: Mayor and City Council <br />Lori Johnson, City Administrator <br />FROM: Scott Clark, Community Development Director <br />DATE: July 27, 2007 <br />SUBJECT: Bluff Block Status Report <br />On July 24, 2007, I met with representatives of the Bluff project to discuss their construction <br />status. Most members of the Council have heard rumors that construction crews were pulled <br />off of the project and that no activity has been occurring over the past several weeks. This <br />statement is only a partial truth as there has been some work occurring onsite, albeit that <br />some of the crews have elected not to continue. The primary issue is that the bank holding <br />the construction loan has elected not to issue a final draw on the project until there is an <br />assurance that the project is close to receiving the final Certificate of Occupancy, which will <br />allow closings to proceed. <br />Based on this situation, I held a meeting with the building inspectors and Fire Marshall Cliff <br />Anderson. All of the inspectors told me that the various systems that they inspect (i.e.: <br />HVAC, plumbing, general conditions, etc.) are close to being finalized and that this should <br />happen within the next two weeks. In order to assure minimum corrections at the time of <br />final inspections, staff will be meeting with all major subcontractors, representatives of CSS, <br />the architect, etc., on Monday, July 30 for a general "preliminary" walk-through so <br />everybody has an equal understanding as to what needs to happen in order to get the <br />Certificate of Occupancy. Representatives of the Bluff project believe this type of meeting <br />will satisfy the bank and in turn, will allow the final funds to be released in order for this <br />project to be completed. This final push should see Certificates of Occupancy being issued <br />within the next two weeks which will then allow closings to occur immediately. It is hoped <br />that this report quells the various rumors that have been circulating within the community, <br />and I believe that based upon the information I have received from our inspectors, that the <br />news is positive in the sense that we are very close to being finished with this residential <br />project. <br />S:\Community Development\Scott Clark\2007 CC memos\Bluff Project Update 07 27 07.doc <br />
