REQUEST FOR ACTION <br />To Item Number <br />Ci Council 5.4. <br />Agenda Section Meeting Date Prepared by <br />Adminstration ul 7, 2008 Ter Maurer, Public Works Director <br />Item Description Reviewed by <br />Consider Options for Highway 10 Lighting <br /> Reviewed by <br />Action Requested <br />Direction from the City Council on how to proceed with replacement of the lighting along TH 10 <br />through the downtown area from just east of Main Street to approximately Proctor Avenue. <br />Background/Discussion <br />As the Ciry Council is aware, the City of Elk River has an agreement with MnDOT requiring <br />ongoing maintenance, operation, and replacement when necessary for the lighting along TH 10 in <br />the downtown area. The lighting has reached the end of its useful life and is programmed for <br />replacement in 2008. The 2008 CIP has a line item of $100,000 for the replacement of the <br />lighting. <br />I have been working with Bryan Adams of the Elk River Municipal Utilities, trying to determine <br />the most cost-effective way to replace the lighting. Bryan has been very helpful in preparing the <br />estimate which lead to the 2008 CIP line item and has also recently had his crews remove two <br />lights so that the bases and bolts could be evaluated. Through that evaluation, it has been <br />determined that it is likely the bases will all be reusable, along with the existing electrical wiring. <br />Three options were considered for method of replacement. They are as follows: <br />A. Competitively bidding the project <br />After analysis, this option was disregarded since it would require preparing a certified <br />set of plans by an electrical engineer and a specification for the competitive bidding <br />process. Since the bases and electrical wiring appear to be in good condition, <br />replacement of the poles and fixtures should be a relatively simple process that is not <br />suited to the competitive bidding process. <br />B. City acting as the general contractor and Elk River Municipal Utilities providing the <br />labor for removal of the old lights and installation of the new lights <br />With this option, the City would purchase the poles and fixture directly from a <br />manufacturer and provide them to the Municipal Utilities. The ERMU crews would <br />be used for removal of the old light material and installing the new lights. The city <br />would subcontract with a signing company to provide lane closures along the <br />highway for a safe working environment. Attached is a memo from Bryan Adams, <br />
