PAUL

WASECA

As you requested, we have obtained a quote from Markhurd for 2-foot aerial topographic
mapping of the East Trunk Highway 10 area. The area involved is approximately 3,000
acres (4.7 square miles) and consists of the recently adopted urban service area. The
aerial topography would be based off of April 1993 photographs. I believe these are
accurate enough, since there have been no major changes in the last three years. They
would provide the aerial topographic maps on both an AutoCADD disk and a hard copy.
It would then be possible for us to manipulate the material on disk by either printing out
specific areas, enlarging or reducing it to any scale necessary.

In order to triangulate the aerial photographs, Markhurd indicated they would need
approximately 35 points located. Twenty-seven points would be for vertical elevation
only, and the remaining points would have to be located for both horizontal and vertical
locations.

The quote from Markhurd for their portion of the work is $17,850, and we have estimated
our portion at between $7,700 and $8,600. We have estimated this because we will not
know the exact location of these points until we give Markhurd the go-ahead and then they
will locate them on aerial photos for our survey crews to use in the field. It will take
approximately six to eight weeks from the time the work is authorized until the final
product is delivered.

If you have any questions or would like additional information, please call.

Sincerely,

MSA, CONSULTING ENGINEERS

Terry J.~au~-~ rer, P.E.

TJM:tw
220-2503 .jan

An Equal Opportunity Employer
