These two meetings need to be called by motion or through the <br />consent agenda process. <br /> <br />The first meeting is the February 19, 1996, City Council Capital <br />Improvement Program meeting. We generally call this meeting a workshop, <br />but it is an official meeting and official City Council action can take place <br />through the approval of motions and the adoption of resolutions or <br />ordinances. February 19 is a holiday and the main topic of the meeting will <br />be capital improvement items. If appropriate, the Council can call this <br />meeting for 5 p.m. in order to adjourn the meeting at a reasonable time. If <br />we meet at 5 p.m., we tend to order sandwiches for the Council and staff who <br />are in attendance. <br /> <br />The second meeting that needs to be called so that public hearing notices can <br />be published is the Tuesday, March 12, 1996, special meeting to consider the <br />transportation and Park Master Plan components of the Comprehensive <br />Plan. The Planning Commission is scheduled to review these issues and <br />make a recommendation to the City Council on February 15 and February 22 <br />if necessary. As this is the only agenda item anticipated for this meeting, it <br />is appropriate to have this public hearing and meeting begin at 7 p.m. <br /> <br />Recommendation <br /> <br />It is recommended that the City Council call a special meeting for Monday, <br />February 19, 1996, at 5 p.m. at City Hall to discuss general city business and <br />capital improvements. <br /> <br />It is recommended that the City Council call a special meeting for Tuesday, <br />March 12, 1996, at 7 p.m. at Elk River City Hall in order to consider general <br />city business and to hold a public hearing on the transportation and park <br />sections of the Comprehensive Plan. <br />s:kcouncilXspcmtgs.doc <br /> <br />13065 Orono Parkway · P.O.
