As you are <br />aware, this project consists of Fourth Street from Main Street to Trunk Highway 10; Rush Avenue, <br />Quinn Avenue and Oxford Avenue from Fourth Street to Fifth Street; Norfolk Avenue from Fourth <br />Street to Main Street; and Morton Avenue from Main Street to Trunk Highway 10. The total estimated <br />project cost is $1,897,300. This includes total street reconstruction, minor storm sewer <br />improvements, major watermain improvements, and sidewalk improvements. The project will be <br />funded by assessments to the benefiting properties in the amount of $5,000 per unit, Elk River <br />Municipal Utilities funding for the watermain improvements, and an estimated $993,300 funded by the <br />City. It is recommended that the City utilize the City Street Reserve for their portion of the project <br />cost. <br /> <br />Attached for your consideration are two resolutions. The first resolution orders the feasibility report. <br />In looking back at the past actions of the City Council, staff realized that the City Council only directed <br />work to begin on this feasibility study and never officially adopted a resolution ordering it. The second <br />resolution receives the feasibility report and orders the public headng to be held on February 24.
