~;ty of

TO:

ITEM 6.6.

Pat Klaers, City Administrator
Mayor & City Council

FROM:

Bruce West
Fire Chief

DATE:

January 17, 1996

SUBJECT: 1996 Emergency Siren Purchase

In the 1996 budget under Equipment Reserve is a line item for the purchase
of an Emergency Siren to be located in Elk River. At this time I have
received quotes for a Federal Signal Corporation 2001 Emergency Siren with
the capability of a 5200 foot range of coverage. The cost of the siren with
sales tax and shipping is $10,857.60. Additional discussion with Federal
Signal Corporation, it is my understanding that emergency sirens will be
increasing in cost approximately 5 to 7 percent in February of 1996.

At this time I would hke to accept the quote from Federal Signal Corporation
for the purchase of one new 2001 Emergency Siren at the cost of $10,857.60.
Dehvery of the new siren is approximately 30 to 60 days.

I would also hke to update you, at this time, as to where the new purchased
emergency siren will be located in 1996. If you refer to the enclosed map of
the existing 11 siren locations, you will also find three proposed areas for
1996 and 1997 siren locations. I will be looking at, for 1996, the southeast
location of Highway 10 and approximately 160th Avenue and also the 209th
Avenue area in the northeast quadrant of the city. A future location for a
1997 siren will be the northwest area of County Road 32 and 205th.

The relocation of the siren from 202nd and Zane was not completed during
1995, due to a location site problem. After further review it was my decision
to select an alternate location site for placement of this siren in 1996.
Therefore in 1996 with the purchase of one new siren and the placement of
the relocated siren we will be adding two sirens for a total of 13 in the City of
Elk River.

The project will also entail the purchase of two new poles at the cost of
approximately $400 per pole. The electrical hook-up for the two locations
will be $750 per location. The proposed cost of the entire project using labor
provided by Elk River Utilities will be approximately $13,200. If you have
any questions in reference to this issue, please feel free to call me at the Elk
River Fire Department, 441-4919.
s :Xoffsitekemersir.doc

13065 Orono Parkway · P.O.
