Resolution Ordering Preparation of Plans and Specifications <br />and ditectin the bid to be held on one 19, 2008 <br />Action Requested <br />Consider adoption of the attached foot resolutions, moving the 2008 Bituminous Overlay <br />Improvement forward. <br />Background/Discussion <br />Late in 2007, the City Council authorized the preparation of the attached feasibility report fox the <br />2008 Bituminous Overlay Improvement. As the City Council is acvaxe, fox many years now, in <br />even numbered years the city has undertaken an assessable bituminous overlay project. <br />As has been past practice with bituminous overlay projects, the public hearing and assessment <br />hearing axe held the same evening to minimize the amount of trips the public has to make to the <br />City Council meetings to hear basically the same information. The city has typically bid the <br />project before the meeting date so that an actual bid unll be available the night of the hearings. <br />'T'his year's project includes seven bituminous street areas proposed to be overlaid, along with <br />three areas of gravel roads. This has also been the city policy to try to eliminate gravel roads with <br />each of the bituminous overlay projects. <br />The resolutions the Council is asked to consider include receiving the feasibility study and <br />ordering the public hearing to be held on July 7, 2008, determining the cost to be assessed and <br />ordering the preparation of the assessment roll, establishing the date fox the assessment hearing to <br />beheld also on July 7, 2008, ordering the preparation of plans and specifications and allowing the <br />project to be bid on June 19, 2008, so that firm construction costs will be available fox the <br />public/assessment hearing. <br />Financial Impact <br />As has been the city's practice in the past, the bituminous overlay is proposed to be 100 percent <br />assessed to the benefiting properties. There is a mixture of single family homes, townhomes, and <br />apartment buildings throughout this project. Single family homes axe assessed 1 unit; townhomes <br />
