f ~/ Item 5.5 <br />`k River MEMORANDUM <br />TO: Mayor & City Council <br />FROM: Pat Klaers, City Adx~strator <br />At the last City Council meeting, a request was made for the Council to <br />consider a variation of the "curved" intersection option. The curved option is <br />the one preferred by the Dodge Avenue business owners. Please see the <br />attached memo from the City Engineer on this option and request. <br />I believe that the Council is down to basically two different intersection <br />options for improvements in this vicinity (see attachments). The request <br />from the last meeting related to adding a stop sign to the curved option. If <br />this option and request is approved, it is easier to remove stop signs in the <br />• future than it is to reconstruct the intersection. <br />The City is in a holding pattern at this time regarding improvements to this <br />intersection in spite of the fact that the Engineer has been directed to do <br />more work on this project. If the curved intersection is not selected by the <br />Council, I don't believe that the City will receive a valid petition for <br />improvements along Dodge Avenue. If this is the case, then any Dodge <br />Avenue project needs to be authorized by four-fifths Council majority. The <br />City would then do the assessment hearing and wait for the appeal <br />timeframe to expire before proceeding with the project. <br />Also, at this time the City has not entered into any developers agreement <br />with the developers of the commercial proposal. The developers prefer the <br />"T" intersection option. Without an agreement, assessments to this property <br />for intersection improvements may be necessary. <br />Besides the commercial project and the existing businesses, we also have the <br />Elk Hills and Deerfield homeowners to consider. These people prefer the "T" <br />intersection option. <br />Finally, the City Council has to keep in mind the financial constraints of the <br />• City in doing any improvement project in this vicinity.
