Klaers, City Administrator <br />DATE: April 20, 1995 <br />SUBJECT: CIP Work Session Items <br />A number of the earlier agenda items relate directly to the City's Capital <br />Improvement Program (CIP). A municipal CIP is really an ongoing project <br />with changes and adjustments being made throughout the year. In Elk <br />River, we use the late winter time as the annual review period for projects <br />and programs. <br />Attached for your review are parts of the February 20, 1995, Council CIP <br />Work Session minutes, parts of the Apri127, 1994, CIP plan, and parts of the <br />• 1995 CIP Finances update. <br />Something that always needs to be repeated relates to the status of our CIP <br />finances. This is that "Elk River does not have sufficient funds to do all the <br />projects that are desired." Accordingly, the City Council must be very careful <br />in analyzing its work program and authorizing projects. The Council must <br />plan to save funds for larger scale projects which need to take place in the <br />future.
