Item 5.2. <br />ver <br />MEMORANDUM <br />TO: Mayor and City Council <br />FROM: Sheila Cartney, Senior Planner <br />DATE: May 12, 2008 <br />SUBJECT: Cluster Ordinance Update <br />As directed by the City Council at the November 19, 2007 workshop, staff researched other <br />cities' cluster ordinances and has spoken with a developer who completed a cluster project in <br />Elk River and other communities. This memo will summarize our research. <br />Elk River's cluster development ordinance is consistent with many other tides' ordinances. <br />The developer we spoke with initially planned to do a cluster development and although <br />helpful, our incentives alone were not the justification to do a cluster development. He had <br />suggested that the City- allow more density and use other tools to help the project to be more <br />financially feasible fox developers. Most other ordinances allowed for bonuses based on <br />certain criteria similar to our ordinance. Oux criteria could be adjusted to reflect the City's <br />goals. <br />With direction, staff will prepare a formal ordinance amendment for consideration by the <br />Planning Commission and City Council. <br />S iPLAA'NING MA[NVCase FilesVOAVCluster Ord~MEMO.doc <br />
