Howard R, Green Qompany

NFORMATION

February 14, 2001
File: 811970J-0325

Mr. Roger Risser, P.E.
MnDOT District 3
1991 Industrial Park Road
Baxter, MN 56425

RE: HIGHWAY 169/COUNTY ROAD 33 INTERCHANGE

Dear Mr. Risser:

Annually, the City Council of Elk River and the Board of Commissioners of Sherburne County
meet to discuss items of common interest. This meeting took place last Monday evening. As
you might expect, the interchange proposed at the intersection of TH 169 and County Road 33
was on the agenda. Approximately 25 to 30 residents of the area in the northeast quadrant of
this intersection showed up for the meeting. They voiced unanimous concern regarding the
possibility of rerouting County Road 21 southerly through their neighborhood to meet County
Road 33.

After approximately an hour-long discussion, the City Council of Elk River and the Board of
Commissioners of Sherbume County directed that this letter be sent to you voicing the City's
and the County's concern about the potential realignment of County Road 21 as a backage road
through the Heavenly Hills Subdivision. The City and the County would prefer to have the
frontage road option pursued further in hopes that the environmental issues could be overcome.
The City is also concerned about the cul-de-sacing of 207th Street, thus creating a situation
where a residential neighborhood only has one means of ingress and egress. Sherburne
County was concemed that if the realignment of County Road 21 is broken out from the IRC
project, there be no future costs to Sherbume County.

! would be happy to meet with you to discuss this issue further or help to facilitate a meeting
with the residents of the area or the City Council/County Board. Please let me know if you
would like to pursue any of these options.

Sincerely,

Howard R. Green Company
Terry JY.
