<br /> <br />REQUEST FOR ACTION <br /> <br />To Item Number <br />City Council 5.5. <br />Agenda Section Meeting Date Prepared by <br />Community Development April 21, 2008 Jeremy Barnhart, AICP <br /> Planning Manager <br />Item Description Reviewed by <br />Request by City of Elk River for preliminary and final plat <br />approval (Gateway), Public Hearing - Case No. P 08-04 Reviewed by <br /> <br />Action Requested <br />Preliminary and Final Plat approval. <br /> <br />Background/Discussion <br />The City acquired approximately 90 acres of land from Cargill and intends to prepare the property for <br />industrial/ commercial development. As a fltst step in the development process, the City, through its <br />Economic Development Authority, proposes to plat the property with outlots, preserving the necessary <br />road right-of-way, and identifying any potential title issues that could delay formal development. No <br />streets or public improvements are proposed to be constructed at this time. <br /> <br />The street right of way location is fairly fixed, with the connection to Ulysses to the north, and a future <br />connection through Cargill-owned land to the south. The proposed connection is consistent with the <br />location identified in the Cargill agreement. An existing gas easement along the west side of the road <br />restricts lateral options. <br /> <br />Platting the property as outlots allows the City to be flexible to accommodate desired users of the <br />property. No public improvements or building is proposed with this plat. The property will be replatted <br />in the future to accommodate uses. <br /> <br />Financial Impact <br />None. <br /> <br />Planning Commission Discussion <br />The Planning Commission voiced no concerns with the platting proposal. <br /> <br />Public Comment <br />During the Public Hearing, an adjacent property owner, Larry Morrell, questioned the City's goals for the <br />property.
