Box 490 <br />Elk River, MN 55330-0490 <br /> <br />RE: <br /> <br />ZANE STREET IMPROVEMENTS <br />PUBLIC HEARING <br /> <br />Dear Council Members: <br /> <br />As you are aware, the public hearing for the Zane Street Improvements is scheduled for Monday <br />evening, February 25, 2002. Please bring the green covered feasibility study previously <br />distributed. The Zane Street Improvements consist of the realignment of Zane Street from the <br />Mississippi Ridge Addition to the Amedclnn driveway, the closing of the Zane Street intersection <br />with TH 10, and the extension of lateral sanitary sewer and trunk watermain along the realigned <br />street. <br /> <br />Because of the ability to close the Zane Street intersection with TH 10, MnDOT has agreed to <br />participate in the street costs with cooperative agreement funds. The remaining costs are <br />proposed to be assessed to the abutting property owners. In anticipation of Monday night's public <br />hearing, we have met individually with the owners of Saxon Motors, Napa Auto Parts, and the <br />Amedclnn. We have provided each of these property owners with a description of the <br />improvements and a copy of the feasibility study. <br /> <br />With the owners of Saxon Motors and Napa Auto Parts, we have also prepared an exhibit and <br />legal descriptions for the property swap necessary to realign the road. We have given each <br />property owner an agreement to sign which indicates that they will execute the final deeds and/or <br />plat of the property once the project is complete. As of the time of this letter, the Saxon Motors' <br />owner did sign the agreement. The owners of Napa Auto Parts are going to review the agreement <br />and possibly provide it prior to Monday night's meeting. <br /> <br />I will be prepared to make a presentation of the feasibility study and answer any City Council or <br />property owner questions during the public hearing. At the conclusion of the public hearing, it <br />would be appropriate for the City Council to adopt the attached resolution which orders the <br />improvement and the preparation of plans and specifications. <br /> <br />If you have any questions regarding this information, please call. <br /> <br />Sincerely, <br /> <br />Howard R.
