TO:

FROM:

DATE:

SUBJECT:

MEMORANDUM

Pat Klaers
City Administrator

Dave Potvin
Liquor Store Manager

February I I, 2002

Full-Time Liquor Clerk II Position

Item# 3.3.

As you know, Northbound was left with a vacant full-time position last November when
JoAnn Warren chose to go back to part-time status. Mike Donas, Liquor Store Assistant
Manager, and myself have been discussing the idea for some time of having a closer at
night to give Northbound a more consistent feel to our customers and to give a little more
stability and direction to some of our part-time clerks. We advertised for this type of
position in early December 2001 and received 22 applications, including internal
candidates; 15 candidates met the qualifications and were interviewed on Wednesday,
January BOth with Bill Zawislak, Liquor Operations Director for the City of Anoka and
myself conducting the interviews. Shonna Ochu, a part-time employee at Northbound
since May of 1999 emerged as the best fit for Northbound. Shonna has been an excellent
employee and is very deserving of this position.

I recommend that the City Council approve the hiring of Shonna Ochu as our new Liquor
Clerk II effective March 11, 2002 with a starting wage of$11.56 an hour which
corresponds to Paygrade 6, Step A. I also recommend that she not move to Step B until
July 1, 2003.

Lastly, we have purposely worked slowly as filling this position as January and February
are always slow months. Also, other current part-time employees will take the hours that
Shonna currently works, so I don't anticipate needing any new part-time clerks until
summer's busy season.

DP:dem
Shonnamem.doc
