l iver <br /> <br />MEMORANDUM <br /> <br />TO: <br /> <br />FROM: <br /> <br />Mayor and City Council <br /> <br />Michele McPherso~, Director of Planning <br /> <br />DATE: <br /> <br />January 22, 2002 <br /> <br />SUBJECT: Comprehensive Plan Review Process <br /> <br />Background <br /> <br />At the November 19th City Council meeting, the City Council directed the Planning <br />Commission to formulate a recommendation regarding review of the Comprehensive Plan. <br />The Commission discussed this at its December 18, 2001 meeting. <br /> <br />Analysis <br /> <br />At the December 18th meeting, the Planning Commission was asked to respond to a series of <br />questions submitted by staff. Those questions were: <br /> <br />1. In your own words, describe what is the purpose of the Comprehensive Plan. <br /> <br />What are the issues of concern that are precipitating a desire to evaluate the City's <br />current Comprehensive Plan? Do you feel that these issues will be resolved by a <br />Comprehensive Plan rewrite, or does the solution lie in the City's zoning and <br />subdivision standards? <br /> <br />3. What process would you use to evaluate the Comprehensive Plan? Would it include <br /> some type of moratorium? <br /> <br />Purpose of the Comprehensive Plan <br /> <br />The Commission agreed that the purpose of a Comprehensive Plan is to establish land use <br />policies (including parks, transportation, and utilities) for a shared vision of the community <br />and to provide long-term planning for a functional community. The Comprehensive Plan <br />also provides for orderly development and managed growth of the City. The plan, in the <br /> <br /> <br />
