The permit runs for two years from 4/1/02 - 3/31/04.

APPLICANT

Community Charities - operating at Elk River BoWl.

BACKGROUND

The City's ordinance requires that 75% of the ]awftl] purpose expenditures be spent within the
City's trade area. The trade area for Elk River includes the cities of Elk River, Ramsey, Otsego,
Rogers, and Zimmerman. The attached chart shows that the amount of expenditures spent in the
trade area during the year 2000 was over 100% and c~uring the year 2001 was 79%. The reason the
percentages do not equal 100% in each year is because the chart does not reflect money that was
carried over from the previous years, i
The C~ty s ordinance does not allow gambling orgamzanons to operate ~n the C~ty ~f the
headquarters is not located in the City or in a city co-~iguous to Elk River. Community Charities is
grandfathered. As you can see by the attached chart, t_ommunity Charities has donated the required
75% within the City s trade area during the past two ~ears, and has also met the requirement during

previous years of operation.

ACTION REC~UESTED

Council motion adopting the attached resolution a
Charities to conduct lawful charitable gambling at

~proving a premises permit for Community
!lk River Bowl 13161 Highway 10.

s:XclerkXlicensinXgambling\community charities memo.doc
