Box 490 <br />Elk River, MN 55330-0490 <br /> <br />RE: <br /> <br />SIGNAL PROJECTS <br />AUTHORIZATION TO BID <br /> <br />Dear Council Members: <br /> <br />We have now received final authorization on the signal modification at the intersection of <br />TH 10 and 171st Avenue. As the Council is aware, this is adding the fourth leg to that <br />intersection for the development of the Mississippi Ridge Addition. For some time, the <br />City has had authorization from MnDOT to proceed with the new signal planned for the <br />intersection of TH 10 and Waco Street. The final signal improvement that the Council <br />has ordered is the installation of left turn arrows for northbound Jackson Avenue and <br />eastbound School Street for the existing signal at that location. We have previously tded <br />to get contractors to quote this minor work at School/Jackson, but the price of the quotes <br />indicated that the contractors were not interested in doing this as a standalone project. <br />Therefore, we would recommend the Council combine all three of the signal projects <br />together for bidding purposes. <br /> <br />City Council has previously discussed the financing of the signal modification at TH 10 <br />and 171st Avenue. According to City Council direction, the Developer of Mississippi <br />Ridge will be paying for 75% of the signal modification and the City will be paying for <br />25% of the cost. Several times in the past, the City Council has briefly discussed the <br />financing of the TH 10NVaco Street new signal system relative to whether or not it is <br />appropriate to assess some of the property in this area. Generally, the north side of this <br />intersection is residential property. The southwest side is also residential, with the <br />possible exception of the small piece of Chuba/Kincannon property. The southeast <br />corner is the home of the new ^llina Clinic. There is an undeveloped commercial parcel <br />next to the Allina Clinic, but generally everything else in that area is zoned Business <br />Park. In the past, the City has never assessed residential and/or business park property <br />for any signal improvements. There have been four instances in the past where <br />commercial developments have paid for a portion or all of signal installations and/or <br />modifications. Those examples are Mississippi Ridge discussed above; Hillside <br />Crossing, which paid approximately 25% of the City's cost of the TH 169/197th Avenue <br />signal system; Elk Park Center, which paid for the signal modification at School Street <br />and TH 169, together with the new signals at School Street/Freeport Avenue and School <br />Street/Jackson Avenue.
