City <br /> <br />MEMORANDUM <br /> <br />Item # 6.10. <br /> <br />TO: <br /> <br />FROM: <br /> <br />Mayor and City C~U~ <br />Michele McPherso~i~Director of Planning <br /> <br />DATE: <br /> <br />April 15, 2002 <br /> <br />SUBJECT: <br /> <br />Case No. OA 02-01 <br />Request by the City of Elk River for an Amendment to the <br />Zoning Code to allow therapeutic massage as a permitted <br />accessory use in certain districts and to amend the definition of <br />"personal service establishment". <br /> <br />Request <br /> <br />Consider a request by the City of Elk River to amend the zoning ordinance to allow <br />therapeutic massage as an accessory use and to amend the definition of personal service <br />establishment to specifically include therapeutic massage. This request would include adding <br />therapeutic massage as an accessory use in the Business Park district as professional offices, <br />including medical offices, are a permitted use in the Business Park district. <br /> <br />Attachments <br /> <br /> · Changes to the Zoning Ordinance <br /> · Ordinance No 02- <br /> <br />Overview <br /> <br />Existing Ordinance <br /> <br />Therapeutic massage is currently allowed as a conditional use in the following districts: C1 <br />(Central Business), C2 (Office District), C3 (Highway Commercial) and as a conditional <br />home occupation in all residential districts. A yearly license is also required (Chapter 704). <br /> <br />Analysis <br /> <br />Because medical clinics, chiropractic clinics and personal service establishments often <br />include therapeutic massage as a form of treatment or as an accessory service, these <br /> <br /> <br />
