MEMORANDUM

Item ~ 5.2.

TO:

FROM:

DATE:

SUBJECT:

Mayor and Council

Bruce West, Fire Chie

April 22, 2002

Consider Bids for Refinishing Fire Station Floors

The Elk River Fire Department, within its 2002 budget has a line item for the refinishing of
the fire station floors. At this time, I would like to review with the Mayor and Council the
background information referencing this issue.

The original station is now 30 years old and the floor and some of the drains are in dire need
of refinishing. There are numerous areas where the concrete has chipped and cracked from
every day wear and tear. There are three drains that have been completely cut out and
replaced from the concrete breaking away. The Elk River Public Works Department and
members of the Elk River Fire Department have taken on the replacement drain concern
and completed the necessary repairs.

I have contacted three floor concrete refinishing companies to come to the fire station and
look at the floor refinishing and submit a bid for the project. The following bids were
received:
· QC Companies, Ham Lake, MN $23,140
· Pro-Maintenance, Hutchinson, MN $26,372
· Diversified Coating, Fridley, MN $25,868

Fire Department members have reviewed the quality and workmanship of all three bidders
by visiting fire stations around the Metro area to see first-hand the completed floors. The
specifications of all three bidders are comparable and acceptable to the members of the Fire
Department. The Elk River Ambulance has agreed to fund up to $3,000 towards the
concrete refinishing project. The Fire Department funding is designated from the $22,500
FEMA funds set aside from the Disaster Reimbursement Funding received in 2001.
