Box 490 <br />Elk River, MN 55330-0490 <br /> <br />RE: MUNICIPAL STATE AID SYSTEM <br /> <br />Dear Council Members: <br /> <br />As you are aware, each year, as moro and more City streets are constructed, the <br />allocation of Municipal State Aid (MSA) mileage the City can put on their MSA system <br />increases. This year we have slightly less than a mile that we can add to the MSA <br />system. What I am recommending to maximize the State Aid dollars we get allocated <br />each year is to remove Irving Street, from Railroad Ddve to School Street, and add to <br />the available mileage so that a new road can be designated from 165th Avenue to Jarvis <br />Stroet NW. This change in the MSA system will get the amount of undesignated <br />mileage down to zero. These two routes are shown on the attached exhibit. <br /> <br />As you may be aware, there are no funds provided for mileage that is not designated on <br />the MSA system. Mileage that is designated on the system but not built can be moved <br />in future years, much like I am proposing to do with Irving Street this year. <br /> <br />Attached are two resolutions - one revoking the MSA designation on Irving Street and <br />the second one creating the new MSA route between 165th Avenue and Jarvis Street <br />NW.
