Item # 2- . <br />fiver <br />Elk River Planning Commission -Work session <br />To: Planning Commission <br />From: Jeremy Barnhart, AICP <br />Planning Manager <br />Re uest <br />Staff requests direction regarding a potential Comprehensive Plan amendment at 1870 Meadowvale. <br />Attachments <br />•Staff report • Zoning Map <br />•Future Land Use Plan <br />Overview <br />City Staff has received an application to rezone property at 1870 Meadowvale from R-3 <br />zoning to R-4. The Comprehensive Plan guides the property industrial. <br />The property owner desires to build an apartment building on the property. An apartment <br />building (multiple family dwellings) is a permitted use in the R-4 zone, but not listed as a <br />permitted or conditional use in the R-3 zone. <br />Currently, a home is located on the property. Because of the comprehensive plan, the home <br />is a nonconforming use. To rezone the property, or build additional residential units on the <br />parcels, a comprehensive plan amendment should be prepared and approved. <br />The Comprehensive Plan is generally a guide, and its boundary lines are typically not <br />absolute. Examples where the boundaries are generally more absolute are along prominent <br />natural or man made features, including rivers, ridgelines, major streets, railroads. If a <br />boundary is found mid block, then the designation is often open to interpretation and <br />discussion. <br />Staff desires Planning Commission direction on the comprehensive plan amendment and <br />rezoning. Should the Planning Commission and Council support the rezoning and <br />comprehensive plan amendment; staff will advise the applicant accordingly.
