'^~/
Elk REQUEST FOR ACTION
River
To Item Number
Ci Council 6.1.
Agenda Section Meeting Date Prepared. by
Public Works Februa 19, 2008 Ter Maurer, Public Works Director
Item Description Reviewed by
Downtown Overlay and Intersection Geometric Improvement Lori ohnson, Ci Administrator
Along with TH 10 Parking Area Improvement Reviewed by
Action Re4uested
Adoption of resolution approving plans and specifications and ordering the advertisement for bids for
both of these improvements.
Background/Discussion
In October of 2007, the City Council authorized the preparation of plans and specifications for the
downtown overlay and geometric intersection improvements. At that time, direction was given to re-visit
with the Rivers Edge Group once plans were prepared. That meeting occurred last Wednesday, February
13, 2008. Those in attendance at the Rivers Edge meeting passed a motion unanimously in favor of the
entire improvement with the understanding that the project schedule would have the intersection work
complete and open prior to Memorial Day. (Some of the overlay work would occur after Memorial Day.)
Most of the work could be completed without disrupting the flow of traffic. The paver crosswalks and
center area treatment would require the closing of the intersection from a Monday morning through the
weekend and reopening by Friday of the following week.
The improvements to the TH 10 parking area which were authorized at a later date are proposed to be
combined for bidding purposes in order to get a more competitive bid. Combining these two projects
will not affect the schedule for the downtown improvements.
Financial Impact
The 2008 approved Capital Improvements Program has earmarked $430,000 for the downtown overlay
and geometric intersection improvements and $80,000 for the TH 10 parking lot surface improvements.
Attachments
• Resolution Approving the Plans and Specifications and Ordering the Advertisement for Bids
• Intersection exhibit
ActlOn Motion by Second by Vote
Follow Up
S:\);ngineerImprovProj\2008 Improvement Projects\Main & Jackson-No Hwy10 pkg lot\02 19 OS cc memo.doc
