To Item Number <br />City Council 5 , $ , <br />Agenda Section Meeting Date Prepared by <br />Community Development February 19, 2008 Rebecca Haug, Environmental <br /> Administrator <br />Item Description Reviewed by <br />Request by Great River Energy to Amend Conditional Use erem Barnhart, Plannin Mana er <br />Permit and License, Case No. CU 08-04 -Public Hearing Reviewed by <br />Action Requested <br />^ Staff and the Planning Commission recommend approval of the renewal of Great River Energy's <br />Solid Waste Facility License with the modifications proposed by city staff. <br />Staff and the Planning Commission recommend approval of the amendment to Great River Energy's <br />Conditional Use Permit with the modifications proposed by city staff. <br />Summary <br />In the late 1980's when the City originally permitted Great River Energy (GRE) to burn refused derived <br />fuel, a Solid Waste Facility License (SWFL) was adopted to be renewed and reviewed on a routine <br />schedule and the City has always reviewed the CUP at the same time. The reason for both being renewed <br />at the same time is modifications to the language are typically proposed. This renewal process is <br />scheduled for every four years. The approval for the CUP and SWFL are both subject to the proposed <br />language changes which either have a strikethrough or are highlighted in the attached CUP and license. <br />These changes can be considered housekeeping. This approval is separate from both the Peaking Plant <br />and the proposed building addition. <br />Planning Commission Discussion <br />The Planning Commission recommended approval of both the solid waste facility license and the <br />Conditional Use Permit. Some of the comments the Planning Commission brought up were odor, <br />outside storage and the proposed Peaking Plant. There is language in the CUP to address odor if <br />complaints are received.
