ITEM #5.7. <br />~~.~..~~ <br />. .~,r, <br />tver <br />MEMORANDUM <br />TO: Mayor & City Council <br />FROM: Rebecca Haug, Environmental Administrator <br />DATE: February 19, 2008 <br />SUBJECT: 2007 NPDES Permit Update/Annual Meeting <br />The City of Elk River was required by the Minnesota Pollution Control Agency (MPCA) to <br />apply for the National Pollutant Discharge Elimination System General Storm Water <br />(NPDES) Permit in 2003. This permit requires the City to hold annual public meetings <br />regarding the Best Management Practices and measurable goals achieved for the year. The <br />permit identifies six goals which are public education and outreach; public <br />participation/involvement; illicit discharge detection and elimination; construction site <br />runoff control; and pollution prevention/good housekeeping. <br />In 2007, the City of Elk River was able to meet goals in each of the six measures. The <br />following are some examples: <br />• Adoption of the Storm Water Management Ordinance and revisions to the Erosion <br />Control Ordinance <br />• Completion of the Loading Assessment, Nondegradation and Outstanding Resource <br />Value Water Report completed by Bonestroo <br />• Article in the city's newsletter, The Current, regarding an Eagle Scout who stenciled <br />storm drains to educate the public of where the water ends up that is put down the <br />storm drain <br />• Website link to storm water related information <br />• Continuance of licensing lawn care professionals <br />• Inspections of plats to ensure proper erosion control measures are being taken <br />• Inspections of storm drains (20% required each year) <br />• Installation of rain gardens at the Library <br />City staff plans to continue improving on the City's storm water program in 2008 by <br />implementing additional measures. <br />
