Item # 6.2.
t~ver
MEMORANDUM
TO: Mayor and City Council
FROM: Terry Maurer, Public Works Director
DATE: February I I, 2008
SUBJECT: Public Works Legislative Update
I recently attended the annual City Engineer's Association winter conference. At that
conference I received uifoxmation regarding the transportation funding bill that was passed
last session but vetoed by the Governor and information about what the League of
Minnesota Cities is proposing for this legislative session. Attached you will find a handout
from the Transportation Alliance surnmaxizing the transportation finance omnibus bill that
was vetoed by the Governor last session. Attached to that bill is a summary of what cities
could expect to receive in annual increases over a 10-year period if the bill had become law.
For the City of Elk River, over a 10-year period we would have received approximately $3.6
million in additional monies. Also attached is a memorandum from Ann Finn, Assistant
intexgovemmental Relations Director far the League of Minnesota Cities. That memo is
attached to draft legislation that the League of 1~linnesota Cities is proposing for this
legislative session fox a Municipal Street Improvement District.
The final two items attached are asign-up sheet from the 'I"xansportation Alliance fox the
Progress in Motion Drive, whereby they are trying to get as many supporters as possible to
sign on united behind a goal of having a transportation funding package become law this
session that is comparable to or larger than the legislation that the Governor vetoed in 2007.
Also, from the Transportation Alliance is an invitation to the Minnesota Transportation Day
at the Capital, which is Wednesday, March 5, 2008.
The purpose of providing all of this information to you is to ask whether or not you want
me to represent Elk River at the Transportation Day at the Capital, where I will have an
opportunity to meet with our legislators and indicate to them what the City Council would
like to see out of the legislature xegaxduig transportation funding.
I will be in attendance at this evening's meeting to discuss this issue with you further
S:\PUBLIC WORKS\Enp}neexing Division\2008 CC Memos\Tcansp fu~dnig 417-0S.doc
