'-~+Ji <br />City of <br />Elk -~.~. <br />River <br />REQUEST FOR ACTION <br />To Item Number <br />Plannin Commission 5.8 <br />Agenda Section Meeting Date Prepared by <br />Planning Items July 10, 2007 Sheila Cartney, Senior Planner <br />Item Description Reviewed by <br />Ordinance Amendment regarding sign moratorium erem Barnhart, Plannin Mana er <br /> Reviewed by <br />Action Requested <br />Staff recommends support of the ordinance. <br />Background/Discussion <br />On February 20, 2007, the City Council adopted a Resolution for a sign moratorium that prohibits the <br />issuance of a building permit for a new or existing advertising signs and electronic changeable copy sign. <br />The issues that were identified are as follows: safety related to bright, often changing text, changeable <br />copy signs change too often and are evolving into animated signs, concerns of billboards turning into <br />huge television screens and lack of clarity in defining animated signs and/or flashing signs. <br />This memo attempts to memorialize the direction given by the Planning Commission and City Council; <br />Staff requests the Planning Commission make minor modifications, if necessary, and forward a proposed <br />ordinance onto the City Attorney and City Council. <br />Attachments <br />None <br />Overview/Analysis <br />Based on the direction received thus far on this topic, staff recommends the following ordinance.
