As a conditional use permit is not a building permit, the applicant shall apply for all <br />required permits. <br />2. No more than 4 rental trucks/ trailers shall be parked on the property. <br />3. The applicant shall provide the City a survey of the property verifying the property <br />lines, prior to storing trucks outside. <br />Summary <br />Elk River Farm Supply is located on Highway 10 in downtown Elk River, historically known as the grain <br />elevator. The applicant would like to offer additional services to their customers by offering rental trucks. <br />The applicant proposes two to three rental trucks to be stored on site when not in use, with a maximum <br />of four. According to the site plan, the proposed Budget truck parking is on either side of the existing <br />garage, which would have one truck visible from Highway 10. Outdoor storage is present along Highway <br />10 in this area of town. Grand Rental Station is southeast of the subject site with outdoor storage visible <br />from Highway 10. <br />Planning Commission Discussion <br />The Planning Commission held a public hearing on January 8, 2008 for this request; no public comment <br />was made. The Commissioners questioned the location of the trucks and the number. The applicant <br />indicated he anticipates one to two trucks stored on the site at a time in hopes that the other trucks will <br />be rented. Commissioners had comments on the signage on the trucks; the applicant indicated the only <br />signage on the trucks would relate to Budget Rental, not Elk River Farm Supply. Commissioner <br />Anderson was opposed to the proposal due to lack of space on the site. The Commissioners were all <br />concerned about the trucks being stored on the property and not in the adjacent right-of--way. <br />In response to the right-of--way encroachment concern, staff added condition number 3 based on these <br />comments.
