~~r ~~ <br />~ ~ <br />ity of ~ <br />lk~ • <br />River <br />TO: <br />FROM: <br />DATE: <br />**ITEM 7.7.** <br />MEMORANDUM <br />Mayor and City Council <br />Gary Schmitz, Planning Assistant <br />March 6, 1995 <br />SUBJECT: Consider Initiation of an Ordinance <br />Amendment to Define Recycling <br />Centers <br />Background <br />Staff is currently processing an application for a conditional use permit from <br />Dick Hetland to operate a recycling center from the existing building located <br />at 16501 Highway 10. The building is located immediately west of the NSP <br />RDF facility and is currently occupied by J.R. Tech Automotive. <br />As staff was reviewing this proposal it was determined that the use of <br />recycling metals would best be described in the zoning ordinance through the <br />junkyard definition. Junkyards are a conditional use in both the I-1 (Light <br />Industrial) and I-2 (Medium Industrial) zoning districts. Staff is reluctant to <br />classify recycling centers as a junkyard due to the obvious differences <br />between the two uses. Staff is requesting permission to process an ordinance <br />amendment establishing a separate definition for recycling center. The <br />amendment would also include adding recycling centers as a conditional use <br />in both the I-1 and I-2 zoning districts. At the February 28, 1995, Planning <br />Commission meeting, the Commission also recommended that the Council <br />initiate an ordinance amendment. <br />Recommendation <br />If the City Council is comfortable with initiating an ordinance amendment, <br />staff will draft and present an amendment before the Planning Commission <br />and City Council for review. <br />• <br />s:council:recycle <br />13065 Orono Parkway • P.O.
