March 6, 1995 <br />SUBJECT: Variance Request by the City of <br />Elk River, Public Hearing Case No. <br />V 95-02 <br />Issue <br />The City of Elk River is requesting a Variance to the parking lot setbacks at <br />the new ice arena. <br />Location <br />Northwest of the senior high school in the vicinity of the proposed ice area. <br />• Zoning/Land Use <br />Rlc (Single Family Residential) / MR (Medium Density Residential). <br />Attachments <br />• Report to the Planning Commission dated 2/28/95, <br />• Draft minutes from the Planning Commission meeting <br />Overview <br />As outlined in the previous staff report the proposed ice arena will include <br />the addition of a new parking area and driveway that will encroach 2 - 3 feet <br />within the required 10 foot setback. This encroachment will occur along the <br />north property line to accommodate a service drive for both the new and <br />existing arena, and the second area is along the east property line adjacent to <br />the large wetland which extends easterly to School Street. <br />Through the review process of the proposed ice arena, each of the parking lot <br />encroachments have been minimized to the extent possible, while at the same <br />time preserving sufficient landscaped areas, which meet the intent of the <br />• setback requirements. <br />13065 Orono Parkway • P.O.
