MEMORANDUM <br />• <br />ever <br />TO: <br />FROM: <br />DATE: <br />SUBJECT: <br />Request <br />Mayor and City Council <br />Gary Schmitz, Planning Assistant ~ ~'`'~ <br />February 27,1995 <br />Request by Solid Rock Church <br />On February 27, 1995, a representative from Solid Rock Church may be present to speak <br />at Open Mike concerning an ordinance amendment allowing the church to do off-site <br />gospel tent meetings within the City of Elk River. There are currently no provisions <br />within the Elk River City Code to allow this type of temporary use. Attached is a letter <br />from Solid Rock Church explaining their request. The Church is looking at several <br />different areas to hold their tent revival. Initial concerns that staff have concerning this <br />• type of request are parking, noise, police and fire protection and traffic. <br />Recommendation <br />Staff recommends that if the City Council is comfortable with this type of temporary use, <br />it could be included with a proposed ordinance amendment related to other temporary <br />events such as carnivals, fairs, circuses, etc. Staff has been working on this amendment <br />for the past few years and it should be ready for the Council in the near future. Through <br />the ordinance amendment a license could be required from the City before any type of <br />special event such as a circus, fair or other similar events could take place.
