MEMORANDUM • ever TO: FROM: DATE: SUBJECT: Request Mayor and City Council Gary Schmitz, Planning Assistant ~ ~'`'~ February 27,1995 Request by Solid Rock Church On February 27, 1995, a representative from Solid Rock Church may be present to speak at Open Mike concerning an ordinance amendment allowing the church to do off-site gospel tent meetings within the City of Elk River. There are currently no provisions within the Elk River City Code to allow this type of temporary use. Attached is a letter from Solid Rock Church explaining their request. The Church is looking at several different areas to hold their tent revival. Initial concerns that staff have concerning this • type of request are parking, noise, police and fire protection and traffic. Recommendation Staff recommends that if the City Council is comfortable with this type of temporary use, it could be included with a proposed ordinance amendment related to other temporary events such as carnivals, fairs, circuses, etc. Staff has been working on this amendment for the past few years and it should be ready for the Council in the near future. Through the ordinance amendment a license could be required from the City before any type of special event such as a circus, fair or other similar events could take place.
