~r ~~ ITEM 5.9. <br />~~ <br />'ty of ~~ MEMORANDUM <br />River TO: Mayor & City Council <br />lk • <br />FROM: Phil Hals, Street/Park Supt. <br />DATE: February 13, 1995 <br />SUBJECT: Soccer Fields in Lion's Park <br />The Lion's Club representatives met with the Park and Recreation <br />Commission at the regular Park and Recreation Commission meeting on <br />February 8, 1995, and restated their case for maintaining Lion's Park <br />without permitting use by organized athletics. The Lion's Club members did <br />also state to the Park and Recreation Commission that due to their improved <br />financial status, they would be doing soil corrections and field construction in <br />the Lion's Park themselves. <br />City staff informed the Lion's Club members that the present playground <br />equipment does not meet current safety standards and that any new <br />• playground equipment or park construction will need City approval prior to <br />construction. The Lion's Club members stated that they are presently <br />considering new playground equipment and they are agreeable to City <br />approval. <br />The motion from the Park and Recreation Commission was to withdraw the <br />proposal for constructing soccer fields in Lion's Park and, due to the Lion's <br />Club's improved financial status, the City should assume a more hands off <br />posture in Lion's Park construction projects. This motion passed 5-0-1. <br />The Park and Recreation Commission looked at some concept drawings of <br />temporary soccer fields on the E&O Tool property. After a discussion, staff <br />was requested to refine one of the plans, field verify the dimensions, and <br />return them to the March meeting in hopes that some, or maybe all, of the <br />fields might be playable in 1995. These fields would be developed with the <br />understanding that the area could still be used for parking for the <br />Community Festival, Fourth of July, and County Fair, and possibly for other <br />park uses. Such things as temporary fencing, portable irrigation, and <br />movable goals were discussed. <br />• <br />13065 Orono Parkway • P.O.
